      非金属矿产资源开发利用程度是国家科技实力与经济发展水平的重要表征,深刻反映着产业现代化进程。发达国家已完成以非金属矿产为主导的产业结构转型,如英国非金属矿产开采量占比达70%,显著超越传统金属与能源矿产。甘肃省作为矿产资源大省,矿业作为支柱产业贡献了全省工业总产值的65%~67%,但非金属矿业产值却仅占矿业总产值的7.1%左右,与其丰富的非金属矿产资源禀赋形成显著落差。甘肃省非金属矿种齐全、特色矿种储量大,但开发应用起步晚,深加工技术水平低,早期优势矿种因技术停滞导致市场竞争力衰退:萤石、高纯石英等战略非金属矿产虽保有绝对储量优势,但因缺乏精加工企业及提纯技术,导致省内光伏、化工等关键产业所需高附加值产品仍需省外采购,严重制约资源转化效能。随着国际国内对非金属矿物新材料利用方向深度研发和能源资源保障能力已上升为国家重大战略的决策部署,给甘肃省非金属矿产勘查和产业链延伸迎来前所未有重大发展历史机遇。全力推进甘肃省优势非金属矿产勘查技术革新与矿物材料研发体系建设,以资源综合利用为抓手,全面提升非金属矿产资源的选冶技术和深加工水平,着力打造涵盖高新技术研发、传统产业升级、环保产业培育的复合型产业链条,构建具有甘肃特色的非金属矿产精深加工产业集群,培育区域经济新增长点,可为全省矿业产业体系现代化建设注入强劲动能。

      The development and utilization level of non -metallic mineral resources serves as a significantindicator of a national scientific prowess and economic development, profoundly reflecting the modernizationprocess of industries. Currently, developed countries have completed their industrial restructuring with non -metallic minerals as the dominant sector. For instance, non-metallic mineral extraction accounts for 70% of theUK's total mineral production, substantially surpassing traditional metal and energy minerals. As a major mineral-rich province in China, Gansu Province relies on mining as its pillar industry, contributing 73% of the province'stotal industrial output. However, the output value of its non-metallic mining industry represents only around 10%of the total mining output, forming a stark contrast with its abundant non-metallic mineral resource endowmentDespite possessing comprehensive non-metallic mineral varieties and substantial reserves of distinctive mineralsGansu faces challenges including late-stage development initiation and low-level deep processing technologiesOn one hand, early advantageous mineral varieties have seen declining market competitiveness due totechnological stagnation: on the other hand, strategic non-metallic minerals with absolute reserve advantages stillrequire external proeurement of high -value =added products for key provincial industries like chemicaengineering, constrained by the lack of localized supporting facilities for precision processing enterprises andpurification technologies, severely hindering resource conversion efficiency.Against the backdrop of profound transformations in international and domestic environments, enhancingdomestic energy and resource security capabilities has risen to become a major national strategy. Gansu Provincecurrently stands at the intersection of national strategic priorities and enhanced endogenous developmenmomentum, with its existing industrial structure maintaining strong reliance on resource and energy inputs. In thiscontext, the exploration and development of non -metallic minerals in Gansu are encountering unprecedentedhistorical opportunities. It is recommended to comprehensively advance technological innovation in non-metallicmineral exploration and establish a mineral materials system. By prioritizing comprehensive resource utilizationthe province should holistically upgrade its mineral processing, beneficiation technologies, and deep-processingcapabilities for non-metallic resources. Efforts should focus on creating integrated industrial chains encompassinghigh-tech nology, traditional industry upgrading, and eco-friendly industry cultivation, while building distinctivenon-metallic mineral deep-processing industrial clusters with Gansu characteristics. This strategic approach aimsto foster new regional economic growth poles and inject robust momentum into the modernization of the provincialindustrial system.
